Ability to apply Templates by definition and approval persons

Summary:

Hi,

We have a business where there is an end user who requests the item and there is a Store keeper who will validate the item details entered by end user if details entered is fine, item attributes/item catalogs, categoies etc. or templates selected by end users is fine and if need be change them. Then there is store super user who will approve or reject item

So we need the ability to give the item template application to the second person (store keeper) and final approval, so that rather than looking at each attribute 1 by 1 , he can apply correct item template
