Shipment lines are not backordered by REST API

We have Sales Orders from Oracle Cloud published to WMS via 'Generate Shipment Request'.

For the cases where the available On Hand in Oracle (for the Item) is less than the requested Quantity in Order line.

When the Generate Shipment Request ESS process these Shipment lines, there will be Shipment line/lines which are in Release status 'Ready to Release' and not published to WMS. If the On Hand is partially available, we could find the Shipment line getting split (line with Available On Hand getting published and remaining Quantity in Ready To Release).

We are trying to Backorder the unpublished Shipment line using REST API - fscmRestApi/resources/11.13.18.05/shipmentLineChangeRequests/action/backorderLine
