Ship to site and Bill to site LOV are empty while creating revenue leases

The location used while importing the property to create revenue lease belongs to Common set. Whereas the customer, site and its address are created at enterprise set. Now while creating revenue leases, at the assets tab, the LOV for ship to site is empty and at payments tab, the LOV for bill to site is also empty. Oracle suggested that manage customers and manage locations should be at same set. So, we created the locations also at enterprise set. But, we are unable to create the lookup values of lookups ORA_FLA_PROPERTY_TYPE and ORA_FLA_PROPERTY_TYPE_LEVEL at enterprise set. Could any please
