What role/duty/privilege is needed to run 1099's

Summary:

We need to file 1099's for 100+ companies. Currently, only the AP manager can generate the forms. What role/duty or privilege would need to be added the the accounts payable team that would allow them to be able to assist.

I found this but our team cannot find a duty with this name?
