Is costing period required for Expense type of items

Summary:

Hello, Our business has only expense PO's (Mostly Service based), they are all category based, with no Item's. No items are created nor Inventory is setup.. We just created inventory for mandatory setup in order to receive the items, but no stocking as they are not physical items... In this kind of scenario... Do we need Costing period?
