How to resolve an issue where port is showing close_wait status & subsequently clogs

We had recently migrated one of client's EBS 12.2.6 EBS to OCI IaaS and an issue was seen. It was pre-existent in on-premise, however a help to analyse and find the cause will be required.
Two workflow mailer processes acquire the s_java_object_cache_port, however port shows CLOSE_WAIT status for 210+ processes. It subsequently clogs port, and needs a restart of workflow mailer.
We need to find the cause of this and a probable solution to fix this. This issue was pre-existent in on-premise. And appears only in one instance, other instances don't show such behaviour.
