Create one shipment for multiple transfer order lines with different ship to location

Summary:

In a inventory organization, we have different ship to location in different subinventory. The subinventory are source from another inventory organization. When we run min max planning report, multiple transfer orders are created for different subinventory. Come to shipping, we would like to create one shipment for all these transfer orders. System seems to group the shipment by ship to location. Please let me know if there is any setup or configuration that we can do to group all TO into one shipment.
