Can we use person management page for employee creation if we have not subscribed to HCM Cloud.

Summary:

We have subscription to Oracle Fusion Finance. We didn't subscribe for HCM Cloud. Now we want to create employees but not sure if we can use the Person management page. Can you please confirm if we can use the Person management page and what are the roles that can be used in this scenario.

If we can't use the person management page, please let us know what are the REST apis we can use to create employee and what roles should be assigned to the user who is invoking the rest api.
