PC Miler External Distance Engine

We are connected to the ALK/PC Miler Web Services, and I'm having trouble tracking down any type of setting in OTM that would emulate the 'override restrictions' setting in the PC Miler desktop app.

I have the following route that when executed through OTM (via PC Miler web services) ends up like the following, where from Lucky Lake to Central Butte a ferry crossing is being avoided even though it's a legitimate crossing for 53' truck/trailer. The OTM external distance setting for FERRY_DISCOURAGE is set to 'N'.

However in reality, the route physically driven would look as follows, and the only way I can achieve this is by selecting the 'override restrictions' within options of the desktop app:
