Enable Redwood self service for Learner

I am in the process of enabling Redwood only for Learn on our test instance. I am running into issues Step #3 (https://docs.oracle.com/en/cloud/saas/talent-management/23d/faiml/enable-redwood-self-service-for-learners.html#u30236400) Below is the error log:
