FTA Qualification Rule of Origin TS4_100EQ Passed when parent HTS is 6602 and children is 66

Summary:

FTA Qualification Rule of Origin TS4_100EQ Passed when parent HTS is 6602 and children is 66

Content (please ensure you mask any confidential information):

My understanding on TS4_100EQ is that it should only pass when the first four digit of HS codes are different between parent and children. However in our test, we put parent has 6602 and children as 66. In addition, children qualification status is "Requires Review". Now the parent qualification result showed "Qualified" as TS4_100EQ passed. That doesn't sound correct to me. What if user ended up classifying the children to be 6602***?
