Migrating between sites on different major release versions?

Summary:

We have two sites, one development/test site currently on version 23D, and our production site which is currently on 23C. We're unable to migrate changes via the migration center inbetween dev/test and production major release version upgrades, and it's causing business process and development bottlenecks as a result.

Our dev/test site was upgraded to 23D fairly recently (I don't have an exact date on hand), but our production site will not be upgraded from 23C to 23D for a couple more weeks (I believe we're in a cohort that has Oracle upgrading us on the 20th).
