Why is Romanian language available on Fusion SCM modules but not WMS?

We are in the process of deploying Fusion SCM with an integration to WMS for our manufacturing operation based in Romania. We are going to be applying the language pack for Romanian in Fusion and assumed that this would also apply to WMS, but have been told by our delivery partner that Romanian is not available in WMS. I maintain it was a fair assumption that there would be a synergy between Oracle products, especially when they were sold to us as a package.
