Disabling Policies in bulk

We have plenty of Policies enabled at Application and Dimension levels. For certain testing of metadata changes, we wish to do this in EDM non prod without the Approval Policies being triggered. Currently from the UI, we have to open every single policy and uncheck the Enabled radio button under Definitions. Because this process is time consuming, we are trying to disable all the Policies in bulk either thru EPM Automate of REST command in our non prod environment. Oracle documentation for Modify Policy doesn't seem to cover disabling all at once.
