I broke my tenancy access and now I can't close the account

I managed to completely destroy the tenancy access and I had no idea how I managed to do it so easily.

First, I disabled services that I wasn't using.

Then I created a new admin user and deleted to old one because I couldn't change my username otherwise. I gave me a prompt but since I didn't 'create' anything yet I didn't think it was an issue.

Today I found, unexpectedly, that Oracle kept my payment method used for creating the account, I thought it was to prevent spam only.

Since I couldn't delete the payment method I tried to delete the tenancy and that failed too. I also noticed that I now suddenly can't re-enable any services thinking that it had to do with that.
