Disable/Bypass External Supplier Email Verification

I need to use the external supplier registration features for internal registrations as well. This is because I need to allow access from a custom page, and cannot link to the internal supplier registration page from a custom page.

The suppliers I am creating do not require nearly as much features as Oracle has, I really just need the bare minimum. The new Email Verification is great for some suppliers, but in this situation, I require this feature to be off.

Can I simply use a ruleset to keep this first page from appearing? What are my options for disabling or bypassing the email verification code step during External Supplier Registration?
