can administrative user accounts be altered

Summary:

I'm advising our internal Audit team about activities in ATP. They see administrative accounts like SYS and ADMIN. I'm trying to find documentation that states that these accounts not only are automatically created but can not be altered. If I can establish that they can not be altered with some documentation, we can exclude them from the audit review process.
