Restrict Learning Catalog Visibility for Learning Admins

Can we restrict Catalog Items' visibility by department/organization for Learning Admins?

Content (please ensure you mask any confidential information):

Learning Admin should be able to search/edit the courses/specialization/learning items only specific to his department or organization. For example, XYZ is a University and there are 5 colleges under this University. Now, the Learning Admin of College A should not see the courses specific to College B and vice versa. Is it possible to achieve this through security? If not, is there any alternative way to achieve this? We don't want Learning Admins from College A to see the courses that were launched or created for College B.
