Can a user that has not claimed a reconciliation upload transactions to it?

Summary:

We are seeing an instance where a user has submitted balance explanations through the Reconciliation Compliance add in to Reconciliations that he has not claimed, but the explanations were still loaded. The Reconciliations are currently assigned to his Team, but no one from the Team has claimed them. Is this expected behavior? In the documentation, it says that a Team member must claim the Reconciliation before acting on it.

When this user submitted these transactions, it caused a lot of Closed Reconciliations to open, some with the status of Open with Rule Execution, which we've never seen before. Any light shed on the above behavior would be appreciated.
