Migrate from a locked tenancy

I need to migrate DB and APEX applications from an "old" cloud tenancy to a "new" one; the "old" tenancy is on a free account, the "new" one is on a paid account; both accounts are individual.

The issue is that I can not access the "old" account, due to MFA lock.

Given that I can not ask support to reset MFA on the "old" account, because it'a a free one, I need to migrate without accessing it.

How can I migrate from the old tenancy to the new one?
