If "Action" = "None" will the "Release Status" always be "Ineligible". What if the end user wants to mark an order for release even if the "Action" = "None"? Can this be done?

Two work orders for the same item/organization have their "Firm Status" = "Not firm" but they have different "Action" and "Release Status". One has "Action" = "Reschedule out" and the other has "Action" = "None" and "Release Status" = "Ineligible". Their are no issues with their Routings or Bills of materials.

The planners want to reschedule the dates of the one that has "Action" = "None". How can the planner update this order if the "Release Status" = "Ineligible"? What causes an order "Release Status" to be "Ineligible"? Is there any way around this?
