Changing Content - Missing Activities

Summary:

Our learners are enrolling/enrolled onto self paced offerings and the content is missing.

Content (please ensure you mask any confidential information):

We have learners who have enrolled onto offerings which we have then changed i.e. replace or deleted SCORM content and now they cannot see the activity at all (screenshot attached).

I have read the article from Anders (very useful) (https://community.oracle.com/customerconnect/discussion/722485/change-the-content-in-an-offering-with-enrolled-learners-in-oracle-learning/p1?new=1) which advises that if you delete the content item from the Learning Admin Content page, it will disappear which is what we are experiencing. 

However, when I have tested this in our test environment, as long as I add a new activity and reconcile, the learner will see this new version. However, this doesn’t appear to be working in our live site.
