Can I enable receiving inspections and receiving inspections through quality in the same org?

Requirement: Current client wants to be able to enable basic receiving inspections at the supplier level, but also wants receiving inspections through quality for some items and suppliers.

Issue: After testing, it seems as if you can enable receiving inspections OR receiving inspections through quality, but not both.

Want: The goal is to be able to enable basic receiving inspections without quality and receiving inspections with quality plans for the same organization
