ChangeOver Rules UI displays only upto 500 rows, unable to search/edit from UI

The ChangeOver Rules UI is able to display only 500 rows. We have more than 5000 changeover rules. The UI does not have a search criteria nor any export functionality to view or edit the rules. Other than Rest services , is there any other work around to perform updates or view all the rules.
