Custom Calculated Measure to Sum Two Calculated Measure Fields Not Calculating Correctly

Summary:

I want to have a column called, "Total Costs" which sums the amounts from two calculated measure fields but for values where one of the calculated measure fields is blank but the other has a value, the summed value is blank also instead of being the total of the two columns.
