ValidationLevel and ValidationRequired in Inventory Transaction Manager web service

Summary:

I'm trying to post transactions to Inventory Transaction Interface but I get JBO-27023: Failed to validate all rows in a transaction.JBO-27024: Failed to validate a row with key oracle.jbo.Key[71480855 ] in StagedInventoryTransactionEOJBO-FND:::FND_CMN_INVALID_ATTRB_API_SERV error. And all the transactions in a batch are rejected. There are two parameters in the service which I think might work. Documentation is not clear about what these parameters do and how they should be populated. Is there anybody out there who knows what these parameters are for?
