How to make "Budgetary Control" Read only in Manage Financial Project Settings

Hello All

There is a requirement in our project to make the budgetary control as read only option in the manage financial project settings page. The Budgetary control option will be inherited from the project template while creating projects and users are not allowed to edit this option. How do we achieve this? Is it possible through role customization or page personalization? If so, can you please share any documents on this.
