Historical account balance is 0 with no override amount, but application is calc parent currency

I tagged ICP account as a historical account and entered override amount for one entity and others not( should use the ending rate). So, I have created an exception override rule to use the ending rate for this account for all except this entity in order to use the override amount. However, the application is not using the ending balance rate as expected.

And, for this entity and account the ending balance is 0 however the parent currency is calculated .
