Can we access data collection job set without subscribing to planning or GOP modules?

We need to run standard data collection job set, and extract collected entity data from Oracle Fusion without the need for licensing planning & GOP modules.

Is there any licensing necessary for running standard data collection job set in Oracle Cloud? If not, what would be the optimal approach to extracting data from the MSC table (Plan inputs)?

Any recommendations on this matter would be greatly appreciated.
