PEM - Absence Management Integration

Implementing PEM -

Point 3 in the above page says, Permanent and contingent employees must create absence entries using the Manage Absence Records page.

Now, If I understand correctly, Absence is generally entered via absence self service page: Me -->> Time and Absences -->> Add Absences

Also, Employees and CW will not have any admin access to enter absences from Manage Absence Records page. (My Client Groups -->> Absence tile/My Client Groups -->> Person Management)

So, It really does not make any sense as to why only absences entered via admin page is only getting imported to PEM?
