Do you know can we check plan without using Manage Project Budget in Review Project Performance?

My customer plans with Resources in Financial Project Plan like the following screenshot(1).

As far as I know, if we want to confirm plan vs actual with Review Project Performance, we need to create Budget with Manage Project Budget like the folloeing screenshot(2).

But I would like to know the way to check plan vs actual not creating Budget(2) but resources(1).

Are there any items corresponding to Resource in Financial Project Plan in Rever Project Performance?
