How to make that planned transfer orders only can only be created if there exists available on hand in the origin organization, if there is no on hand in the origin organization, transfer order should not be created.

I want to create a replenishment plan that only launch transfer orders for the organizations. There are 2 main supply organizations that supply to several organizations. This “only transfer replenishment plan” is designed to create transfer orders only if there exists the available on hand on the 2 supply organizations. That is, only if the supply organization have on hand, the planned transfers orders should be created for the existing on hand.
