when promoting suppliers as part of the sourcing award, how do we send the questionnaire?

Summary:

When a prospective Supplier is awarded a Sourcing event, they are promoted to spend authorised as part of the award completion process.

The Qualification rule set is active, and an Initiative should be created when the Supplier is promoted.

This is working when we manually promote the Supplier and approve the promotion.

However, when the Supplier is promoted as part of the award completion process, and the promotion is approved, the automatic Initiative is not being created.

Is this expected functionality? Or are we missing some other configuration?
