Validation to check if parent node becoming bottom node by movement of all of its children

Summary:

We are facing an issue that some times when all the children under a parent level nodes are moved to some other parents, the original parent level member becomes a bottom level node. This is causing data issue in downstream EPBCS application. Can we create a validation which does not allow all the children under a parent level member to be moved to other parents.
