Purchase order approval by a buyer

Summary:

We have a requirement where the purchase orders or agreements are created on behalf of buyers by other buyers, if the Agreement or Purchase order is created by an user on behalf of the Buyer it should go to the buyer first for approval. As there is no dynamic approver generation in the approval group i am not sure how to meet this requirement.
