Certifying agency mandatory from the external supplier profile

Summary:

From the External manage profile, the Agency is always mandatory for all Business Classifications even if none agency is linked to this Business Classification.

So the supplier could not add a business Classification if this one is not linked to an agency.

NB: From the Internal manage profile, the Agency is never mandatory

Did we forget something in our configuration ?

Another question. It is possible to disable the capability to create an agency directly by the Internal manage profile ?

We use 24B version
