With fusion gen3 now we have access to 'OCI Fusion Tenancy' and for every Fusion environment ( dev/test/prod) , there is a separate IDCS domain ( dev/test/prod).
Example for fusion 'xxxxx-dev3' there is separate domain ( https://idcs-1235asdaafa664554.identity.oraclecloud.com).

Requirement : I have a requirement when a user is created in Azure Ad, I want to create the user account in a) 'OCI Fusion Domain' and in b) 'Fusion IAM' .

I understand if we implement the steps outlined as per link ( https://docs.oracle.com/en-us/iaas/Content/Identity/tutorials/azure_ad/lifecycle_azure/01-config-azure-template.htm#config-azure-template) , when a user is created in Azure AD, the user account will get created in 'OCI Fusion Domain' however my question is how will 'user account' get created in 'Fusion IAM'?
