Supply Planning Access restricted by user and by org

We have the below scenario
Orgs A and B in Plan X
Same Orgs A and B in Plan Y as well
Planner 1 needs to access Org A data only
Planner 2 needs to access Org B data only
Up to this, we are able to create data access set and have a role assigned and fulfil the requirement.
One additional requirement where we see a challenge is Planner 1 should access Plan X only and Planner 2 should access Plan Y only.
We can achieve this by controlling through Private and Public access to plans, however, this becomes cumbersome as we need to go through this setup every time a new user join.
