how to add business unit to an Access Control

hi team

as above, I've sussed how to add BUSINESS UNIT link to an AFC Control (add a org id 'database' type link to 2 BOs), but how do you filter by a Business Unit for an ACCESS Control? when I add it as an 'Access Condition'   BU filter and compare results, they dont match up…. what do you do?
