Inventory transactions for project didn't pass fund check

Misc issue/movement request transactions are not passing any funds check when entering PROJECT details during the transaction which results in

over spending of Project budget. We want to check whether is there any control at Inventory transaction level so that it will pass the fund check, otherwise project budget is getting overconsumed.
