Renew/assign a new learning for a learner without activity sequencing

If we do not activate 'Activity Sequencing' in learning, is there still a way to renew/assign a new learning for a learner once they complete a learning assigned?

We have a situation where when we assign same learning offering/specialization to a learner after the learner completed the learning assigned, the new assignment automatically goes to 'Completed' status. We understand that this can be achieved by activating activity sequencing and configuring the renewal options. However, is there a workaround we can use to manage this (in the short term maybe) without activity sequencing ?

Requirement is as follows: learner completes learning > admin should be able to add the same learning offering/specialization for the learner again with not started/in progress status. (to note: we do not use learning self-service as yet; so everything is managed by admin in Oracle at the moment)
