Resource does not consider LT in supply planning

Summary:

We have an item that will take 14 days to manufacture (process LT is 14 days).
Looking at the resource requirement in the resource plan, the plan is to start manufacturing on 6/16 and complete some quantities on 6/23.
Why does the plan ignore LT in this way?
How can we make a plan that takes LT into account?
