CPQ Approval Emails to Quote Owner

When a quote is approved or auto approved or rejected, email is triggered to Submitter of action. This is mentioned in approve action ,reject action as OOTB behavior.

Requirement: Email should trigger to Quote Owner who is defined on the quote header. On email template has we added quote owner as the email receiver but the email is triggered to submitted with recipient as quote owner.

Ex: If quote owner is ABC, and XYZ submits the quote for approval, quote is approved, email is triggered to XYZ with email addressing Dear ABC.

How to trigger emails to quote owner instead of submitter?
