How to define the lower limit of the flight duration in the Airfare policy in Oracle Fusion

We have a scenario to configure the Airfare policy: when the Flight duration is more than 9 hours, they are allowed to take the Flight class as Business class. Where as in the Airfare policy we are not able to find the lower limit of the flight duration where as the upper limit is available. Please suggest how can we define the Airfare Policy.
