Issue with seeded model 50009 Annual Salary Increases

Summary:

We deployed the seeded model 50009: Employees with More than One Annual Salary Change and changed the filter to more than two for client requirement. The model is returning incidents with less than 3 incidents. We need confirmation on how to resolve this.

We only added in one additional report parameter:

Example of a user who show up in results with only 2 incident rows but the grouping value says 3. We would expect this model to exclude a user with only two salary identifiers found.
