Oracle Lease accounting: Is "Authorize Lease Payments" required to create a lease.

Summary:

I created two custom roles to understand the behavior of the 'Authorize Lease Payments' privilege.

The first custom role, as shown in the screenshot below, did not include the 'Authorize Lease Payments' privilege and was assigned to User 1.

The second custom role included all privileges, including 'Authorize Lease Payments,' and was assigned to User 2.

We then used User 1 and User 2 to create a lease and proceeded to the 'Process Lease Payments' stage. Both users were able to approve the payments.

We would like to know if this is the expected behaviour and request more information on the privileges in the Lease Module.
