Redwood: Remove Add Goal Button for Employee in Goal Center Via VBS

Hello All,

We are looking for the ability to remove the +Add button under the Me tab for goals for employees via a VBS rule. Our client is looking to only have managers create goals for their direct reports and employees should not be able to create performance goals. We have tried to use the expression that was given to us by Oracle Support ticket. Using this EL expression--#{pageFlowScope.pParentFlow == 'MANAGER_HOME'}, it is the same expression used on page composer for RUI, but it is not reflecting any changes when we test it in VBS.

Has anyone had any luck with this expression in VBS or is this possible in redwood?
