How to make project classification fields mandatory while enabling project for financial management

On the project template we've set the classifications as mandatory quick entry fields, however, when we enable the project for financial management, we don't get the option to assign project class codes and we are able to directly submit the project for workflow approval without any restriction. Can we make project classification fields mandatory while enabling project for financial management?
