How to enable Contract Terms editing on Sourcing

In our instance we want to enable for sourcing users to edit the contract terms that are added to their negotiations so that the terms template can be updated to reflect the specific sourcing (negotiation) document. We've enabled the feature in the instance for procurement contracts to be used in sourcing already, but are unable to view terms actions or deliverables to make changes to these terms templates. How do we enable for the terms templates to allow for authoring and editing for users? I've pasted an image of the features/display we are aiming to enable that currently aren't enabled
