Manufacturing inventory/receiving issue

We have a problem that effects a number of our product groups where we have dual UOM.

Primary UOM would be the lowest denominator used in manufacturing for BOM purposes, with the Secondary UOM being the "Pack" that we buy from the supplier, set up using a conversion factor depending on the class of UOM.

Due to the nature of biotech manufacture and validation, the "Pack" that we buy from the supplier can vary in the number of Primary UOM that is contains (and does vary for each order, often by more than 100% meaning receipt tolerances will not help the issue).
